What can you do if a hairdresser ruins your hair? (In CA)?

Recently got my hair colored-the woman (first time I tried her) did a horrible job, burned off my hair and has been difficult to resolve this with. I have long blond hair and went in to get highlights (usually they just do regrowth at roots). She ended up putting bleach all thru the bottom of hair (didn’t need that-already so light) , left roots dark-some highlights were to scalp, some were partway, and some were untouched. She put me under a drier and flatironed my hair when wet( never had that done before). I saw steam and clumps of hair coming out but was shocked and hoping it was hair from previous customers. The hair did not look like it had been colored at all and looked like it needed a touch up.
After I washed my hair it was all broken off and so frizzy that I had to cut 3+ inches off (that is after putting in serums, conditioner, reconstucter and anti tangler in). Other parts of my hair were so frizzy on the side that I would have to have it chin length if I wanted to cut all the damaged hair off, so now part of it just is gross but I can’t cut it off (my hair was to my elbows and now a little past shoulder)
I went in 2 days later to show her about and ask why she didn’t do my roots (did not like the coloring job) and the hair damage. She said “that happens” and to use mayonaise and she could do it different if I came in again in 6 weeks.
I then went to my regular hairdresser where she did the roots, put in a few lowlights, protein pack. Several of the hairdressers there were shocked at how bad it was, couldn’t believe how sloppy it was and how bad my hair was ruined. My hairdresser has seen me for 10 years and said she’d never seen my hair so damaged and it was horrible because I’d always had pretty, healthy hair.
I had a photo shoot the day after the bad hairdresser, that was ruined. I had a big family event I flew cross-country for that week that I hated my hair in (still hate my hair). I have had to buy expensive products to keep my hair from breaking off and it still looks bad and breaks(although way better than the black roots, whited -out- breaking frizz she did to my hair)
Today I called her to see about getting my money back (and to not embarrass her in front of clients or the owner.) She refused and said I paid her so I had to have liked it (despite me coming in complaining) and I chose not to have her fix it. I don’t think I should have to go bald when she has already proved her incompetence that I face every day!
I called back to get name of the owner. I was told they did not know and they hung up on me. I then called back again to speak with hairdresser where I was told she was busy and hung up on me again!
I have had my hair done for 26 years and never had anything happen like this before!
Can I complain to a board, BBB, small claims court? How can I get this resolved?

Originally, I just wanted my money back but due to how terrible this has been I now think she should pay my money back in addition to expense of getting it fixed at other place also? Maybe more… I’m so mad and devastated by my hair!

(No one has ever ruined my hair like this. If I ever didn’t like how someone did my hair -I would go in -they’d say sorry and fix it how I wanted instead of arguing. If they thought my hair needed something they would put in treatments even when they hadn’t done the damage at all! And I have never had it frizz, break off and had to have it cut off so short!)
